Does Anyone Know What This Is?

This is not a quiz. I literally don't know what it is and how to use it. I found it in a lazarette so it seems to be something that would have been used by the previous owner frequently. I am guessing that it might be raised aft to keep the boat into the wind at anchor. Best answer gets a T-shirt!
